Biography

Joseph Moina Samah is a development practitioner with more than thirteen years of direct experience in development policy formulation and analysis, programme development, monitoring and evaluation, development research, and database management. During his time in the ministry, he plays a lead role in the formulation of national development strategies as well as the domestic implementation of international development frameworks such as the Sustainable Development Goals (SDGs) and the African Union Agenda 2063. 

He holds an MA in Economics from the International University of Japan and a Bachelor of Social Science in Economics from Fourah Bay College, University of Sierra Leone. Mr. Samah has received national and international training in programming, poverty analysis, public policy, monitoring and evaluation. Core areas of expertise span poverty analysis, policy formulation and project/programme appraisals, including socio-economic and governance research.
