
Minister Barlay Addresses Inception Workshop on the Review of the 2017 Feasibility Study for the Singimi Hydropower Dam
MoPED Conference Hall, 28 January 2025 – The Minister of Planning and Economic Development (MoPED), Hon. Kenyeh Barlay, today delivered remarks at the inception workshop for the review of the 2017 feasibility study of the Singimi Hydropower Dam. The workshop, held at the MoPED Conference Hall at Tower Hill, was jointly organized by the Ministry of Planning and Economic Development and the Ministry of Energy.
The workshop brought together key technical experts from the Ministry of Energy, Ministry of Water Resources, and MoPED, along with other relevant stakeholders. It aims to revisit and update the original feasibility study, laying the groundwork for the eventual implementation of the Moyamba/Singimi Hydropower Dam project.
Since 2012, the Government of Sierra Leone has collaborated with the United Nations Industrial Development Organization (UNIDO) on the development of a 10-megawatt hydropower project at Singimi Falls on the Gbangba River. The proposed project, envisioned as a public-private partnership, is designed to provide renewable energy to Moyamba District, Njala University, Sierra Rutile, and surrounding areas.
Updating the feasibility study is seen as a critical step in transforming the Singimi hydropower project from concept to a bankable and actionable venture. The review will assess the site’s viability and potential profitability while addressing key considerations to attract investment for its implementation.
Minister Barlay commended the Ministry of Energy for its commitment to advancing the Singimi Hydropower project and applauded their readiness and accountability in fulfilling their role. She highlighted the strong collaboration between her ministry and the Ministry of Energy, describing it as an example of effective inter-ministerial teamwork.
“This is a new dawn for Sierra Leone,” Minister Barlay stated. “As we implement the Mid-Term National Development Plan (MTNDP) 2024–2030, this project aligns with the government’s ‘Big Five Game Changers,’ particularly Game Changer 4 and Enabler 1. The government is committed to seeking innovative funding solutions to bring the Singimi project to life.”
Minister Barlay underscored the importance of the project in contributing to Sierra Leone’s energy infrastructure and addressing the country’s energy needs. She noted the potential of the hydropower dam to electrify Moyamba District and surrounding areas while fostering economic growth, creating jobs, and improving living standards.
“This project represents a top priority for the government,” she emphasized. “It offers an excellent renewable energy solution, particularly for rural electrification and supporting productive uses. Reliable, low-cost energy from local renewable resources can transform our communities and accelerate national development.”
The Minister also stressed the importance of addressing the social impacts of the project and ensuring the sustainability of natural resources. She reiterated her ministry’s role in national planning and resource management and highlighted the government’s commitment to expanding energy access across the country.
Wilbourne Showers, a consultant engaged in the review process, provided insights into the scope and objectives of the updated feasibility study. He highlighted key considerations, including potential risks such as mining activities near the river and deforestation of water catchment areas.
During the workshop, participants discussed these risks and developed actionable points for mitigation. Representatives from line ministries and agencies emphasized the need for an integrated approach to address these challenges and ensure the project’s sustainability.
The Singimi Hydropower Dam project represents a critical opportunity for Sierra Leone to harness its renewable energy potential and drive sustainable development, with the government remaining steadfast in its commitment to its realization.
