he Minister of Planning and Economic Development, Madam Kenyeh Barlay, has on Monday led the official commencement of the ECOWAS Stakeholder Sensitisation Campaign on ECOWAS Interventions in Sierra Leone in the district headquarter town of Kambia, underscoring the regional bloc’s transition toward people-centred development.
The campaign, organised by the ECOWAS National Office, is being implemented in district headquarter towns as part of activities marking ECOWAS’ 50th Anniversary and is aimed at deepening public awareness of the organisation’s vision, achievements, and ongoing interventions across member states.
Minister Barlay led the sensitisation alongside the ECOWAS Resident Representative to Sierra Leone, H.E. Ambassador John Azumah, with active participation from the National Early Warning and Response Mechanism Centre (NEWRMC) and the Ministry of Trade and Industry.
Addressing stakeholders drawn from ministries, departments and agencies, local authorities, the security sector, civil society, youth and women’s groups, and the media, Minister Barlay emphasised the growing visibility and relevance of ECOWAS in Sierra Leone. She noted that the organisation has evolved from an “ECOWAS of States” to an “ECOWAS of People,” with a stronger focus on direct community engagement, peace, and inclusive development.
She explained that the Ministry of Planning and Economic Development hosts the ECOWAS National Office in Sierra Leone, making collaboration between government and ECOWAS essential to ensuring the organisation’s visibility and effective delivery of its mandate. The Minister highlighted ECOWAS Vision 2050, which prioritises peace, security, good governance, regional integration, and sustainable development, noting its strong alignment with Sierra Leone’s Medium-Term National Development Plan and the Government’s Big Five Game Changers.
Minister Barlay further outlined President Dr. Julius Maada Bio’s leadership as Chair of the ECOWAS Authority of Heads of State and Government, highlighting his four key priorities: restoring constitutional order and deepening democracy, revitalising regional security cooperation, advancing economic integration, and strengthening ECOWAS institutions. She cited Sierra Leone’s hosting of the ECOWAS Logistics Depot at Lungi and preparations to host the ECOWAS Heads of State Summit as evidence of the country’s growing leadership role within the regional bloc.
Welcoming participants to Kambia, Assistant District Officer Momoh Fofanah expressed appreciation to the Ministry of Planning and Economic Development and the ECOWAS delegation for selecting the district to host the engagement. He reaffirmed the district’s commitment to strengthening collaboration with ECOWAS and national institutions in sustaining peace and promoting development.
In his remarks, Ambassador John Azumah provided an overview of ECOWAS’ history, governance structure, and expanded mandate since its establishment in 1975. He highlighted the organisation’s evolution into a people-centred community with a focus on peace, prosperity, and inclusion, aligned with the African Union’s Agenda 2063 and the UN Sustainable Development Goals. The Ambassador also outlined ECOWAS’ interventions in peacebuilding, election observation, regional trade, free movement of persons, infrastructure, energy, humanitarian response, and early warning systems.
Speaking on trade integration, Assistant Director at the Ministry of Trade and Industry, Mr. Jim B. Kosseh, highlighted Sierra Leone’s commitment to ECOWAS trade protocols, particularly the ECOWAS Trade Liberalisation Scheme (ETLS). He explained that the ETLS facilitates the free movement of goods by eliminating customs duties and non-tariff barriers among member states, covering agricultural and livestock products, fishery products, artisanal handicrafts, and industrial goods.
The event also featured technical presentations from Dr. Robert Moikowa and Mr. Komba Momoh, Deputy Development Secretary and Head of the ECOWAS National Office. Dr. Moikowa traced ECOWAS’ role in regional peace, governance, and economic recovery, including its contribution to ending Sierra Leone’s civil war. Mr. Momoh highlighted key ECOWAS interventions in Sierra Leone, including the construction of the ECOWAS Logistics Depot at Lungi, plans for the Joint Border Post at Jendema, and ongoing support for human capital development through the ECOWAS Volunteer Programme.
Lt. Col. Musa Fuad Kanneh of the ECOWAS Early Warning and Response Network (ECOWARN-SL) explained that Sierra Leone’s ECOWARN office is fully integrated into the regional early warning system, monitoring threats such as crime, insecurity, and environmental hazards. He noted that the National Early Warning and Response Mechanism Centre works closely with ECOWAS and partners to prevent and mitigate risks to human security.
During the interactive session, participants raised concerns around inclusive development for persons with disabilities, youth unemployment and drug abuse—particularly the growing use of kush—and the need for stronger grassroots engagement in ECOWAS programmes. Speaking on behalf of the youth, Mariatu Tarawally, Youth Leader in Kambia, called for ECOWAS’ support in promoting fair elections, stable trade and exchange systems, and expanded rehabilitation programmes for affected young people.
In closing, Mr. Komba Momoh assured participants of the ECOWAS National Office’s continued openness to dialogue and partnership with local stakeholders, reaffirming ECOWAS’ commitment to inclusive development, peace, and regional integration in Sierra Leone.
Following the Kambia engagement, the sensitisation campaign is expected to continue in Koinadugu, Tonkolili, and Kono districts.

His Excellency President Julius Maada Bio on Thursday visited the exhibition booth of the Ministry of Planning and Economic Development (MoPED) during his tour of institutional displays at the Salone Civic Festival organised by the Ministry of Information and Civic Education (MOICE). The Minister of Planning and Economic Development, Honourable Kenyeh Barlay, has emphasized the importance of strengthening Sierra Leone’s Public Investment Programme (PIP) as a cornerstone for fiscal discipline and sustainable development. She made this statement while addressing a one-day technical workshop on Capital Baseline Costing and the Forward-Looking Public Investment Programme (PIP) held at Country Lodge Hotel in Freetown. The workshop, jointly organized by the Ministry of Planning and Economic Development (MoPED) and the Ministry of Finance with support from the World Bank, brought together technical experts and focal persons from Ministries, Departments, and Agencies (MDAs) to rationalize Sierra Leone’s capital investment portfolio and strengthen its alignment with the 2026 national budget process. In her keynote statement, Minister Barlay said the workshop could not have come at a better time, as Sierra Leone advances into the third year of implementing its Medium-Term National Development Plan (2024–2030) and prepares for the plan’s mid-term evaluation. *“When we first developed this plan, seven years felt like a long time. Yet here we are, approaching the mid-point. Sierra Leone has already been commended for producing a comprehensive and costed development plan. Now, we must equally be commended for effective implementation—and that is why this workshop is so important,” she noted*. The Minister thanked the World Bank for its consistent support, particularly in advancing CAPEX analysis and the near-completion of the Public Investment Management Information System (PIMIS). She stressed that the outcomes of the CAPEX analysis and forward-looking PIP would underpin historic reforms with far-reaching impacts on Sierra Leone’s development trajectory. *She also outlined two critical directives that will shape government’s approach going forward. No new programme or project will be included in the FY2026 budget without adequate funding provision, and no project will progress through the budget without a completed project profile and full integration into the investment planning process*. “*These are bold reforms. If implemented well, they will restore credibility to our national budget and place Sierra Leone on stronger macroeconomic footing,” Minister Barlay affirmed*. Chairing the session, Ambrose James, Development Secretary, underscored the Ministry’s gatekeeping role in ensuring efficiency and accountability in public investments. He acknowledged the support of the Ministry of Finance, the World Bank, and focal persons from MDAs, stressing the importance of teamwork in confronting challenges in capital project implementation. “*The fiscal space remains extremely tight. The purpose of this workshop is to reset the framework of the Public Investment Programme and move towards a more credible, transparent, and sustainable model,” he stated*. Delivering remarks on behalf of the World Bank, Dr. Mohamed Adama Jalloh, Public Sector Specialist, described the PIP as the biggest fiscal exposure facing Sierra Leone. “*Our budget today is not credible, it is not predictable, and our PIP is not realistic. This is not a judgment—it is a reality we must face together. But with the reforms underway, and with your active participation, we can turn the page,” Dr. Jalloh said*. He highlighted energy and water as sectors with particularly high fiscal risks and emphasized the importance of generating accurate and evidence-based data to guide decision-making for the FY2026 Public Investment Programme. Dr. Ilara Mahdi, Deputy Director of Budget at the Ministry of Finance, reaffirmed her ministry’s support for MoPED-led reforms. She commended the CAPEX analysis and noted that baseline costing is an important tool for forecasting the cost of ongoing projects and ensuring that new projects are only admitted into the budget if affordable. “*Through baseline estimates, government can determine whether there is enough fiscal space to accommodate new projects. This ensures that the PIP is both credible and affordable,” Dr. Mahdi explained*. She further emphasized that the FY2026 budget call circular commits government to apply this approach across capital expenditure, recurrent spending, and payroll. The workshop provided an opportunity for focal persons from selected MDAs to complete baseline costing templates and rationalize ongoing projects in preparation for the FY2026 national budget and Medium-Term Expenditure Framework (MTEF). The Ministry of Planning and Economic Development (MoPED), in collaboration with UNICEF, has commenced a two-day training workshop in Makeni for implementing partners on the Harmonized Approach to Cash Transfers (HACT). The training brought together representatives from District Health Management Teams (DHMTs), District Medical Officers (DMOs), programme officers, finance officers, accountants, and representatives of civil society organizations (CSOs) working with UNICEF in the North-West region. The workshop is designed to strengthen the capacity of implementing partners to manage funds effectively, reduce transaction costs by simplifying and harmonizing processes across agencies, and progressively shift towards the use of national systems for management and accountability. Delivering a keynote statement, Mr. Eric Massallay, National NGO Affairs Director, expressed deep appreciation to UNICEF for its sustained support to the Government and people of Sierra Leone. He noted that UNICEF is not just a funder of programmes but also a true partner in building institutional capacity. “*Without strengthening the capacities of partners, it becomes difficult to sustain quality service delivery in our communities,” he emphasized*. Mr. Massallay highlighted the importance of the training in ensuring partners fully understand expectations regarding the utilization and reporting of resources provided by UNICEF and other development partners. He stressed that a harmonized approach across the UN system and other agencies is vital for consistency, transparency, and accountability, particularly since most organizations receive funding from multiple sources. Reflecting on challenges faced in the past, he pointed out that some NGOs have failed to meet required standards or adequately report on resource use. While in some cases resources were not deliberately misused, poor-quality delivery or incomplete reporting created serious accountability concerns. Development partners, he explained, have at times called for government intervention, including recovery of funds. “*As UNICEF often reminds us, these resources are meant for the children of Sierra Leone. Accountability is therefore not optional—it is a duty,” Mr. Massallay said*. He underscored the limitations of curative measures, such as suspending non-compliant organizations and referring cases to the Anti-Corruption Commission, which can take years to conclude. Instead, he praised preventive approaches like training and capacity building as the most effective safeguards. He further encouraged participants to take the training seriously and act as ambassadors within their institutions. “*Our shared focus must be this: I received resources, I implemented as expected, I reported according to the standards, and in doing so, I contributed to building the Sierra Leone we all aspire to*.” Speaking at the session, Madam Alice Neneh James, Coordinator of SLANGO, extended greetings from the umbrella body representing over 600 national and international NGOs across Sierra Leone. She described SLANGO as the first point of call for NGO activities in the country, playing a key role in creating visibility, ensuring quality implementation, monitoring members’ work, and fostering collaboration. She reaffirmed SLANGO’s support for UNICEF’s efforts, noting that such platforms create space for inter-agency coordination and knowledge sharing. However, she was candid about recurring challenges, citing instances where NGOs failed to honor MoUs or lacked proper community presence. “*SLANGO upholds a zero-tolerance policy for such behavior. We have suspended or blacklisted NGOs that failed to comply with standards,” Madam James declared*. She emphasized that partnership with UNICEF demands professionalism, discipline, and accountability. She recalled one case in which an NGO had to relinquish a substantial grant after realizing it could not manage it. “*It is far better to step back than to accept resources you cannot manage,” she advised*. Madam James stressed that UNICEF’s emphasis on quality assurance and strong monitoring should be welcomed, not feared. “*Monitoring is not a threat—it is a safeguard to ensure resources achieve their intended impact*.” She urged participants to take the training seriously, describing it as an opportunity to sharpen skills and learn new practices. “*If you are entrusted with implementation, it is a mark of respect and confidence. You must therefore demonstrate integrity and deliver results that uphold the reputation of the NGO community in Sierra Leone*.” In her contribution, UNICEF HACT Specialist Victoria Mwapasa explained that the training was not only about technical skills but also about mutual engagement and reflection. “*The main reason we wanted this training is to build our partners’ capacity in understanding HACT. But more importantly, it is about reminding each other of what we discussed last year, sharing experiences, and addressing challenges that have emerged since then,” she noted*. She said the sessions are aimed at strengthening partners’ capacity in completing FACE forms, sharing best practices and lessons from previous trainings, enhancing partners’ understanding of the Prevention of Sexual Exploitation and Abuse (PSEA) and risk assessments, and addressing common findings from recent reviews to improve compliance and accountability. She acknowledged adjustments to the agenda due to the holiday period but assured that key topics such as FACE forms, budgeting, risk management, anti-fraud measures, and PSEA would all be covered. In his opening remarks, Mr. Andrew Sellu, UNICEF Chief of Field Office for the Southern and Eastern Regions, underscored UNICEF’s commitment to strengthening collaboration under the new UNICEF–Government of Sierra Leone Country Programme (2025–2030). “*We want to ensure that our partnerships are collegial, not hierarchical. It is not about being the ‘big brother’ with the money. We value our partners because we all share a common goal,” he said*. He added that the training is central to ensuring mutual understanding, coordination, and collective accountability.
